公共权力腐败有其深刻的制度经济学原因,包括正式制度的缺陷、约束机制的缺位、激励机制的欠缺、惩罚力度的疲软正式制度因素,也有意识形态的缺陷、道德代价的下降、传统政治文化“路径依赖”等非正式制度因素。笔者通过运用制度经济学的视角来分析公共权力腐败现象,指出应加强制度建设,即通过社会政治、经济、法律等方面的制度变迁和制度创新,从根源上遏制公共权力腐败。
The corruption of public power has its own reasons of institutional economics, including the defects of the formal system, the absence of the restraint mechanism, the lack of incentive mechanism, the weak formal institutional factors of punishment, the ideological defects, the decline of moral cost, the traditional politics Culture “path dependence ” and other informal institutional factors. The author analyzes the phenomenon of corruption of public power by using the perspective of institutional economics and points out that institutional building should be strengthened. That is, we should curb the corruption of public power from the root causes through institutional changes and institutional innovations in social politics, economy and law.
