济南是一座历史悠久的文化古城,文化灿烂,遗产资源丰富;水是生命的命脉,泉水则是济南的特色之根。济南的情怀由自然泉水和人文遗产组成,人文遗产包括历史文化名城、历史文化街区、不可移动文物与非物质文化遗产等。济南市文物部门结合文物保护管理职能,积极策划开展了一系列的工作,使文化遗产的整体形象得到提高,也为泉水申遗打下扎实的人文基础。1986年,济南市因泉水众多、文化遗产丰富被列入国务院公布的第二批国家级历史文化名城名单。
