自党中央、国务院实施振兴东北等老工业基地战略以来,在国务院振兴东北办、国家各部委的指导和大力支持下,在社会各界的关注和帮助下,吉林省委、省政府认真贯彻中央11号文件精神,动员和带领全省人民,抓住机遇,高举振兴大旗,开创振兴伟业,经济社会发生了深刻变化。一、开局良好,成效显著老工业基地振兴的三年,是我省几个五年计划中发展速度最快、增长质量最好、经济活力最强、群众实惠最多的时期之一。主要体现在:1、发展速度加快。地方生产总值2004、2005年分别增长12.2%、12.1%,2006年预计(以下简称预计)增长
