随着社会经济发展对于公共工程的需求与政府财政能力限制的矛盾日益加大,公共工程投融资体制改革已势在必行。开放公共工程建设领域,鼓励民间资本参与公共工程建设已经越来越受到重视。BT模式作为一种有效的民间资本参与方式,在弥补政府财政能力的不足上有重要的意义。然而,BT模式在各地的实际应用中,出现了许多不规范的操作行为,对于维护我国公共工程投融资领域的健康发展造成了一定的负面影响,特别是在国家提出严格控制固定资产投资增速过快的大背景下,本文对于BT模式的研究工作就更加具有现实意义。
