要想实现城乡教育一体化,必须打破城乡教育二元结构的制度瓶颈。城乡教育一体化背景下,对教育管理体制与办学体制提出了挑战。基于北京市11个区县的调研发现,目前北京市各区县教育管理体制仍存在权责划分有待完善、城乡统筹规划不足、教育问责制度缺位等问题,而办学体制则面临走向“多元”和建立城乡互动机制的迫切要求。基于此,本研究提出了相应的对策建议,要加大市政府的统筹力度,总体规划和布局,探索多样化的办学体制,建立城乡合作的长效机制,加强问责等,以期为城乡一体化背景下的北京市教育管理体制和办学体制改革提供参考。
