秦汉统治体制的嬗变历程正是统治者调整专制与民心关系的过程。从体制上说 ,汉代的体制实际上是先秦“周道”与“秦道”的综合与创新 ,从社会心理上看 ,汉代的专制统治形式更加符合民意。正由于在汉代专制统治与民意之间初步达成了这一协调 ,这才使汉代开创的统治体制具有了持久的生命力
The process of the transmutation of the Qin and Han dynasties’ governing system is precisely the process by which rulers adjust the relationship between autocracy and popular sentiments. In terms of system, the system in the Han Dynasty was actually the synthesis and innovation of “thoughtfulness” and “morality” of the pre-Qin period. From the perspective of social psychology, the form of autocratic rule in the Han Dynasty was more in line with popular opinion. It is because of the initial agreement between the dictatorship of the Han Dynasty and public opinion that this endowed the dominance system pioneered by the Han Dynasty with lasting vitality
