温州,历来以极为活跃的市场经济名扬海内外.然而,当许多人慕名前来,踏上这片躁动的热土时,又几乎无一例外地对温州城市的“脏乱破”留下同样深刻的印象.说温州城市的“脏乱破”曾是触目惊心并不为过:房屋破、旧、危、矮,马路陋、弯、短、窄.街巷里摊商林立,交通秩序混乱,行人提心吊胆.再就是,灯不明、水不清、路不平.人们不禁纷纷扼腕喟叹:“温州市场经济超前发育,市政建设严重滞后”;“城市建设与沿海开放城市极不相称”.
