职业官僚的双重属性决定了他们必然会在“公共人”和“经济人”之间徘徊,其行为方式趋向“公共人”还是“经济人”主要取决于风险——收益的价值判断,而在缺乏有效监督制约的条件下,他们总会表现出更强的自利性。因此,建立有效的官权监督制约机制是非常紧迫、非常必要的。以公民权力制约官权是一种体现民主性质、与公民的民主地位相称的监督与制约机制,但是在我国目前的政治法律环境下,建立以公民权利制约官权的道路上困境重重,因此,必须从多方面入手,从而建立和完善有效的民主监督机制。
