“十一五”期间,长江流域共治理水土流失面积4万km2,监督管理实现突破,累计实施生态修复、封禁保护面积6万km2,水土保持监测网络初步建成,编制完成了一批流域、省级水土保持规划和专项规划,宣传教育深入人心。面对中央关于加快水利发展的战略部署、新水土保持法的颁布实施、长江流域水土流失治理和水土保持生态建设任务依然艰巨等形势,“十二五”期间长江流域水土保持的主要目标任务是:全面强化预防监督管理;切实加快水土流失治理;有序推动水土保持监测预报;初步建成水土保持支撑体系。当前及今后一段时期要重点抓好的工作有:加强领导,统筹协调推进流域水土保持生态建设;科学规划,为流域水土流失防治奠定基础;强化监督,全面落实水土保持“三同时”制度;加快治理,扎实推进国家重点工程建设;大力宣传,不断营造水土保持浓厚氛围。
During the Eleventh Five-Year Plan period, a total of 40,000 km2 of soil and water loss areas were managed in the Yangtze River Basin. Breakthroughs were made in supervision and management, and ecological restoration was carried out cumulatively with 60,000 km2 of protection and closure areas. A monitoring network for soil and water conservation was initially established and a number of river basins , Provincial soil and water conservation planning and special planning, publicity and education enjoys popular support. Faced with the central authorities’ strategic deployment of accelerating water conservancy development, promulgation and implementation of the new soil and water conservation laws, soil and water erosion control in the Yangtze River Basin and the still difficult task of ecological construction of soil and water conservation, the key objectives of soil and water conservation in the Yangtze River Basin during the “12th Five-Year Plan” The tasks are: to comprehensively strengthen preventive supervision and management; effectively speed up soil and water loss governance; orderly promote soil and water conservation monitoring and forecasting; and initially establish a support system for soil and water conservation. The current and future period should focus on doing a good job: strengthen leadership, coordinate and promote the ecological construction of soil and water conservation in the basin; scientific planning, to lay the foundation for the prevention and control of soil erosion in the basin; strengthen supervision and implement the “three simultaneous” system of soil and water conservation ; Speeding up governance and promoting the construction of key national projects; vigorously publicizing and continuously creating a strong atmosphere of soil and water conservation.
