在奉行小政府、大社会的总体前提条件下,香港政府非常关注政府的慈善功能。香港政府对于公益事业的大量投入以及香港各阶层组成的庞大义工队伍构成了香港基金会生存环境的显著特征。香港社会福利署具有提供福利,制定规则、进行监督的三个角色定位值得内地慈善组织借鉴。
Under the overall premise of pursuing a small government and a large society, the Hong Kong government pays close attention to the charity’s function. The huge investment made by the Hong Kong government in public welfare undertakings and the large contingent of volunteers from all walks of life in Hong Kong constitute a distinctive feature of the Hong Kong Foundation’s living environment. The role of the Hong Kong Social Welfare Department in providing welfare, formulating rules and monitoring is worth learning from Mainland charities.
