一、社会医疗保险制度改革对军队医院的影响 影响之一:两江试点后的冲击 从1994年上半年开始,国家在江苏省镇江市和江西省九江市进行了职工医疗保障制度改革的试点。在取得初步成效的基础上,1996年4月,国家体改委和财政部、劳动部、卫生部又发出了职工医疗保障制度改革扩大试点的意见。这对于加快社会医疗保险制度的改革、保障我国广大职工的身体健康、促进经济发展、维护社会安定起到了积极的作用。按照
