2006年以来,查处并公布一批省部级高官严重违纪违法以及犯罪案件时,人们脑海中总是浮出这样一个问题:为什么这些干部能够边贪边升,边腐边升呢?应该说,我们在反腐倡廉制度建设方面依然没少花力气,包括干部的推荐、考察、升迁、任免,我们都建立了不少制度、条例,也下达了不少文件。这些条例和文件都是十分正确和必要的。但为什么这些制度仍然难以管束到位呢?这是很值得我们深思的。
