有些县对各机关的档案接收过早,是值得研究的问题。“机关档案室工作通则”规定,各机关的档案在本机关保存五年后由档案馆接收。可是有的馆却把各机关前一年的案卷都接收过来了。过早接收各机关的档案,等于档案馆把各机关的档案室取而代之了,档案馆成了县直机关的总档案室。于是,问题接踵而至。坏处之一,是耽误了档案馆的各项基础工作。坏处之二,是利用者感到不如保存在本机关方便。不少县档案馆馆内基础工作很差,业务指导不力,与这个问题的存在有直接关系。各单位利用文件不便已经有例为证。有一县馆接收的档案,因为感到利用不方便,又被原单位要回去了。这是因为刚形成不久的文件,在三、五年内本机关日常利用是比较多的。由此可见,过早地接收各单位的档案,不利己,又不利人。
