村民自治是中国特色社会主义民主的一种重要形式,是加快农民脱贫致富,壮大村级经济,加强农村公共事务管理,发展农村公益事业,切实保护农民合法权益,建设社会主义新农村的重要保障。村民自治在新形势下具有重大意义,但在当前实际运作中存在许多不容忽视的突出问题,需要大力加强对策研究以完善村民自治制度建设。
Villager autonomy is an important form of socialist democracy with Chinese characteristics. It is an important guarantee for accelerating the peasants’ efforts to shake off poverty, enrich the village economy, strengthen the management of public affairs in rural areas, develop rural public welfare undertakings, protect the legitimate rights and interests of peasants, and build a new socialist countryside . Villagers’ autonomy is of great significance under the new situation. However, there are many outstanding problems that can not be ignored in the actual operation. We must vigorously step up research on countermeasures to improve the system of villager autonomy.
