随着经济全球化和贸易自由化的不断深入,国际经济贸易环境发生了深刻变化,贸易救济形式呈现出从单一化的反倾销或反补贴措施向反倾销反补贴双项措施联动发展的趋势。基于世贸组织贸易规则,对国内外反倾销反补贴措施主要研究成果进行梳理和总结,并提出双项措施联动实施未来的研究方向,对于国际贸易持续健康发展和我国反倾销反补贴实践具有重要的理论和现实指导意义。
With the continuous deepening of economic globalization and trade liberalization, profound changes have taken place in the international economic and trade environment. The form of trade remedy shows a tendency of linkage development from a single anti-dumping or anti-subsidy measure to an anti-dumping and anti-subsidy bilateral measure. Based on the WTO trade rules, the paper summarizes the main research results of anti-dumping and countervailing measures both at home and abroad, and proposes that the bilateral measures should be linked together to implement future research directions.
