利用外资已成为我国对外开放的重要组成部分,对我国的经济发展起到积极的重要的作用。然而,一些内陆地区,不顾自身地区的实际情况,把利用外资看成发展经济的“捷径”,饥不择食地招商引资,不仅很难发挥三资企业的开放带动作用,而且还会出现被外商利用的现象。最近,我们对某地区“八五”期间利用外资的情况进行了凋查研究,该地区在利用外资方面虽然取得一些成效,如缓解了地区长期以来资金供求紧张的矛盾,对经济发展,特别是技术及管理知识的输入、劳动就业、人才开发等带来诸多利益,但也产生了颇为严重的问题,引起我们的忧思。

Recently, we conducted a survey on the utilization of foreign capital in the “Eighth Five-Year Plan” of a certain region. Although some achievements have been made in utilizing foreign investment in the region, such as alleviating the tension between supply and demand in the region over the long-term, The input of technical and managerial knowledge, labor and employment, talent development and so on have brought many benefits, but they also have quite serious problems that arouse our worries.
