基于改善目前科技期刊社会效益缺乏明确的评价标准和价值尺度的需要,界定了科技期刊社会效益的内涵,分析了市场经济条件下科技期刊社会效益与其经济效益之间的关系,提出了“市场回报”型科技期刊社会效益评价模式,阐述了“市场回报”型评价模式的构成要素及其相互关系、运行目标。指出,确立科技期刊市场利益主体地位、允许科技期刊形成多种利益格局、政府有关部门转变行业管理职能,是“市场回报”型评价模式有效运行的基本要求。
