生活费规范化管理是军队财务管理正规化建设的重要组成部分,是贯彻落实军队人员各种生活待遇政策的现实需要,是新时期军队财务建设的客观要求。当前应从生活费规范化管理的“准”、“严”、“合”、“细”、“实”五个重点环节采取措施,以进一步推动生活费规范化管理向纵深发展,努力提高生活费管理质量与保障效益。
The standardized management of living expenses is an important part of the formalization of the financial management of the armed forces. It is the actual need of implementing the policy of various living allowances for military personnel and is an objective requirement for the financial construction of the armed forces in the new era. At present, measures should be taken from the five key links of “quasi”, “strict”, “close”, “fine” and “real” of standardized management of living expenses so as to further promote the standardization of living expenses to develop in depth and strive to improve the quality of living expenses management and the guarantee of benefits .
