首批《加工贸易禁止类、进口限制类商品目录》目前由国家经贸委、外经贸部和海关总署联合下发,并于6月1日起执行。对加工贸易实行按商品分类管理,是根据国家产业政策要求,逐步优化加工贸易产品结构,引导加工贸易向高技术、高附加值方向发展。禁止类是指《对外贸易法》规定禁止进口以及海关无法实行保税监管的商品,限制类是指进口料件属国内外价差大且海关不易监管的敏感
The first “Catalogues of Commodity Trade Prohibited and Import Restricted Products” are currently issued jointly by the State Economic and Trade Commission, the Ministry of Foreign Trade and Economic Cooperation and the General Administration of Customs, and will be implemented from June 1. The implementation of commodity-based management of processing trade is based on the requirements of national industrial policies, gradually optimizing the structure of processing trade products, and guiding processing trade towards high-tech and high added value. Prohibited categories refer to commodities that are banned from import by the “Foreign Trade Law” and that are not subject to bonded supervision by the customs. Restricted categories refer to sensitive materials whose imports are large at home and abroad and customs are not easily regulated by the customs.
