2001年至2004年,青海省公路局累计投入公路养护费7.66亿元,占全省养路费收入的74.4%,有力地促进了公路养护质量的提高。从2001年4月起,青海省公路局在全省推行了管养体制改革。经过两年多的运作,于2003年底重点实行建养分离、主辅剥离、理顺关系、压缩机构、精简人员的公路管养体制改革,解决了体制不顺、机制不畅、机构重叠、管理层次和人员偏多、效率不高的问题;完成了养护、路政管理机构及“青海省公路工程建设总公司”的重组和附属机构的剥离工作,初步实现了管养分离。
