地方财政应出资成立专门的农田水利基本项目投资公司,作为项目承贷主体,为银行支持农田水利基本建设提供基础。凌源是以农业为主的县级市,农业人口50万人,耕地面积74万亩,人多地少,十年九旱,农业用水的供需矛盾尖锐。近年来,凌源市积极争取国家、省、市财政专项资金,加大对小型水利建设工作力度,但金融支持农田水利建设仍明显不足。
