开展水利工程后评价是水利部近期将在全国分级、分批布署的工作。它是基本建设程序的最后一个环节．是固定资产投资管理的一项重要内容．利用比较法，对水利工程进行一国民经济评价、财务评价、社会评价．目的是肯定成绩，发现问题，找出对策，深化改革力度，提高水利基础产业的地位和作用，为五大体系建设提供科学依据．同时，简要介绍国家计委颁发的“国家重点建设项目后评价暂行办法”的评价内容。
