80年代我国工业发展取得了举世瞩目的成就,工业发展过程总的来说是比较顺利的。1989年下半年以来,我国工业生产遇到了前所未有的困难,产品滞销积压、经济效益下滑、企业间严重的相互拖欠已成为制约工业发展的全局性问题,虽然尔后调整紧缩力度的措施陆续出台,但困境并没有得到实质性的缓解。工业生产形势如此剧烈的变化很难简单地归结于治理整顿的阶段性效应,其更深刻的原因有待于进一步研究。
In the 1980s, China’s industrial development has made remarkable achievements, and the industrial development process is generally smooth. Since the second half of 1989, China’s industrial production has encountered unprecedented difficulties. The unsalable product, the decline in economic efficiency, and serious arrears between enterprises have become the overall problems restricting industrial development. Although the measures to adjust the tightening efforts have been introduced one after another, The plight has not been substantially alleviated. Such a drastic change in the industrial production situation can hardly be simply attributed to the phased effect of rectification and consolidation. The deeper reason remains to be further studied.
