政府采购,作为我国政府公共支出制度的一项重大改革,它是指各级政府及其所属单位,以法定的方式、方法和程序,利用公共资金在国内外市场上购买货物、劳务和工程的行为。本文从分析我国现行政府采购制度实施的基本现状入手,揭示了我国现行政府采购制度存在的问题,在借鉴国外有效做法和结合我国国情的基础上,提出了相应的改革方案。
As a major reform of the public expenditure system of our government, government procurement refers to the government, subordinate units and their subordinate units that make use of public funds to purchase goods, services and projects in the domestic and foreign markets through legal means, methods and procedures behavior. Based on the analysis of the basic status quo of the implementation of the current government procurement system in our country, this paper reveals the problems existing in the current government procurement system in our country, and puts forward the corresponding reform proposals on the basis of referring to the effective practices in other countries and combining with China’s national conditions.
