管好用好扶贫资金,直接关系到脱贫目标的实现,关系到贫困地区的经济发展和社会稳定。今年,我审计机关通过对贫困县市扶贫资金审计,仍发现资金分配、管理、使用中的不少问题。如扶贫资金到位不及时,到位率低;超范围、盲目投放扶贫资金,资金流失较大;被挤占挪用现象严重;多头管理,分散使用,资金难以发挥整体效益等。笔者认为,要从根本上解决扶贫资金运行管理中的问题,必须从以下几个方面入手。一、进一步提高认识,增强扶贫工作的紧迫感和责任感。到本世纪末基本解决农村贫困人口温饱问题是党和国家的重要战略任务。贫困县市党委政府及从事扶贫工作的职能部门,要充分
