本文通过对四川省小型国有、集体企业产权制度改革的状况进行考察，认为产权制度改革是搞活企业的根本途径。四川省是我国小型企业产权制度改革较早的省份之一，迄今为止共经历了自发探索、积极试点和逐渐推广三个发展阶段。在改革过程中．四川坚持以“三个有利于”和实现公有资产的保值增值、优化配置为基本原则，促进产权明晰、产权流转和把劳动者与企业捆在一起为取向，严格操作程序，实行多种形式，取得了极为显著的成效。文章还认为，加快小型企业的产权制度改革不仅是十分必要和极为紧迫的，而且具有充分的可能性。当前，加快小型企业产权改革步伐的关键是进一步解放思想，大胆探索，勇于创新。
This article examines the reform of the property rights system of small-scale state-owned and collective enterprises in Sichuan Province and believes that the reform of property rights system is the fundamental way to invigorate enterprises. Sichuan Province is one of the provinces with earlier reforms of China’s small-scale enterprise property rights system. So far, it has experienced three stages: spontaneous exploration, active piloting, and gradual promotion. During the reform process. Sichuan adheres to the principle of “three benefits” and the realization of maintenance and appreciation of public assets, and optimization of allocations. It promotes the clarity of property rights, the transfer of property rights, and the tie-up of laborers and enterprises as the orientation, strict operating procedures, and various forms. Extremely significant results have been achieved. The article also believes that accelerating the reform of the property rights system of small businesses is not only very necessary and extremely urgent, but also has full possibilities. At present, the key to accelerating the pace of small-scale enterprise property rights reform is to further emancipate the mind, make bold explorations, and be bold in innovation.
