作为我国经济高速发展和社会生活质量提升的标志,高速公路的发展一直被寄予厚望。在实践中,高速公路的建设、运营也的确满足了人们对社会经济高速发展的渴求。但随着经济建设的转型,高速公路的管理呈现出越来越多的问题,比如,高速公路的安全保障、收费制度、维护保养等。近年来,频繁而连续发生的车祸、看不到终点的收费制度、大规模的拥堵等,都让高速公路的各项功能严重退化。如何提升高速公路的管理与服务水平,使高速公路更好地发挥社会效益和经济效益是一个亟待研究的问题。 As a sign of China’s rapid economic development and improvement of social life, the development of the expressway has been highly anticipated. In practice, the construction and operation of expressways indeed satisfy the thirst for rapid social and economic development. However, along with the economic restructuring, the management of the expressway presents more and more problems, for example, the safety and security of the expressway, the charging system, maintenance and so on. In recent years, frequent and continuous car accidents, end-of-fare tolls, large-scale congestion and the like have seriously deteriorated the functions of the expressway. How to enhance the management and service level of the expressway and make the expressway play its social and economic benefits better is a problem to be studied urgently.
