新中国首任公安部部长罗瑞卿十分重视公安院校教育,把办好各级公安学校作为建设公安队伍的一个重要组成部分和重要措施。他创造性地把毛泽东的建军思想和他自己丰富的领导军队的经验以及办抗大的经验,用于办公安学校上。罗瑞卿的公安院校建设思想,包括与时俱进组建各级公安学校和建立干部轮训制度,明确办学目的和教学方针,加强师资队伍建设,规范教学方法、解决教材问题,强化公安院校学员的教育训练和管理等。
The first Minister of Public Security of New China, Luo Ruiqing, attached great importance to education in public security colleges and made good use of public security schools at all levels as an important part and an important measure in building a public security contingent.
