20世纪八九十年代韩国电影市场开放后,在好莱坞电影的强势侵袭与竞争压迫下,韩国商业电影在借鉴好莱坞的类型经验中艰难探索发展.新世纪之初,随着金大中国民政府、卢武铉参与政府等多届民选政府持续推进文化支援振兴政策,韩国文化创意产业成为了韩国“软实力经济”的重要组成部分.在“文化立国”的战略下,尤其2003年卢武铉提出“韩国力争发展为世界第五大电影强国”目标之后,韩国电影形成了强有力、持续快速跃进的产业发展态势,多元类型、个性风格、新颖创意的艺术创作格局也显著生成,成为了韩国民族文化与大众流行文化的重要表现之一
