《加强中国基层妇幼卫生/计划生育服务》项目是我国政府在联合国儿童基金会、联合国人口基金资助和世界卫生组织参与执行下,为实现我国政府对国际社会承诺的“2000年人人享有卫生保健”和世界儿童首脑会议提出的目标,抓住改善贫困地区基层妇幼卫生服务这一关键环节而开展的重要项目。齐齐哈尔市的依安县、拜泉县和1992年划归大庆市的杜尔伯特蒙古族自治县接受了这个项目的工作。从1990年开始执行这个合作项目5年中,较大幅度地降低了婴幼儿死亡率和孕产妇死亡率,推动了齐齐哈尔市妇幼卫生工作的开展。
