一、深化科技体制(科研院所)改革的目标、原则 1、科技体制改革的目标,就是要建立适应和促进社会主义市场经济发展,符合科技发展规律的新型科技体制和运行体制,充分发挥科技第一生产力的作用,为国民经济上一个新台阶提供强有力的支撑,为下个世纪初把我国建设成科技和经济强国奠定坚实基础。这个体制应是包括研究攻关、产品开发和推广服务三个层次的格局。 2、科技体制改革总的原则是“稳住一头,放开一片”。“稳住一头”从国家的角度讲就是稳住基础研究的队伍,从我省的角度讲就是稳住一小部分从事应用基础和科技服务及社会公益型的院所,从科研院所的角度看,就是要稳住那一部分从事先进技术的攻关人员。“放开一片”,国家是放开除从事基础研究的其他科研队伍;省一级是放开绝大多数技术开发机构、社会公益机构和科技服务机构,让他们进入市场和经济建设主战场,发展科技产业;科研院所就是要让大部分科技人员面向市场、开发经营。 二、深化科技体制(科研院所)改革的设想 我们认为下一阶段科技体制的改革,要针对目前存在问题,根据科技体制改革的目标和原则,从各类科研院所的实际出发,分类管
