我国推行TQC十多年来,质量管理的理论和质量保证体系已逐渐被推广和应用,随着国际间贸易往来和技术交流等各种经济活动的展开,用户和消费者对质量的要求越来越高.面对市场竞争这一紧迫问题,我们应对十多年来推行质量管理和质量保证体系进行总结,以便贯彻国家技术监督局于1989年8月1日正式颁布的新的国家标准,即《质量管理和质量保证》系列标准.《质量管理和质量保证》系列国家标准是以IS900系列国际标准为基础,在综合考虑了我国的一些有效经验和习惯用语的基础上,按等效采用的原则制订的.这套标准的制订与颁布为企业开展质量管理,建立健全质量管理体系,为企业产品进入市场提供了参考的依据.推行TQC十余年来,通过深化TQC和实行质量监督等活动,许多企业的产品质量档次有了提高,但是也有不少企业未能在质量上下功夫,产品质量低劣,中低档次大路货产品仍占较大比重,这种状态继续下去,对搞活国有企业转轨建制十分不利,应引起有关方面的重视.
