在不久前召开的全国人大十届四次会议期间,胡锦涛总书记参加了上海代表团全体会议审议并发表重要讲话,从全国发展全局和上海在全国所处的位置出发,向上海提出了“四个率先”的新任务、新要求:率先转变经济增长方式、率先提高自主创新能力、率先推进改革开放、率先构建社会主义和谐社会。这既是党中央、国务院对上海未来改革发展的殷切期望.也是对上海各项工作提出了新的更高的要求。“四个率先”是一个统一的有机整体,彼此之间有着内在的密切联系。第一个率先是关键和前提,第二个率先是核心和动力,第三个率先是制度保障.第四个率先是出发点和落脚点。我们要站在新的历史起点上,充分认清上海在全国的位置,以高度的紧迫感、忧患意识和世界眼光.义无返顾地承担起这一历史重任,做到不辱使命,不负众望。
