Since 1985, Yichang City has conducted many public health reform, but the problem in public medical service has not been solved. In 1993, the actual expenditure on public medical services in Yichang, Hubei Province, exceeded 40 million yuan, equivalent to one year of revenue of a middle-income county. This situation is worrying. Why public health care reform is not good? What is the crux of the problem? I think: public health care is the problem of the system itself, the fundamental way to reform at
