为使辽宁经济腾飞并走向世界储备足够的科技成果和后劲,促进“第二次创业”,振兴辽宁,面向未来21世纪市场需求,超前研究、开发、储备一批新技术、新产品,以提高辽宁产品在国内外市场的竞争能力,辽宁省科委开始组织实施“面向21世纪市场的技术与产品研究开发计划”。该计划的主要任务是,到2010年前,在电子信息、自动化、新材料、工业节能与新能源、生物技术、海洋技术、环保与生态技术等7个高新技术领域中,重点超前研究开发十大主题项目:
