In the 1990s, the Chinese business community was experiencing a huge reform. The purpose of this reform is to liberate hundreds of thousands of state-owned enterprises and other types of enterprises from the operating mechanism and the management system under the planned economy and establish a modern enterprise system that is suitable for the new market economy. In order to meet this historic challenge and get rid of the shackles of the old planned economy, the Chinese business community has made tremendous efforts and conducted many beneficial attempts.
