荣成市以全面打造山东半岛蓝色经济先行区为目标,把实施五年培训规划作为应对金融危机、提高劳动者技能素质、促进就业和创业的重要工作内容来抓。工作中遵循着“培训主体多元化,培训专业特色化,培训管理规范化”的理念。通过构建多元培训体系,突出了培训特色,扩大了培训规模,形成了多形式、多层次的就业培训工作模式,全面提高城乡劳动者的就业能力和适应不断变化的新技术、新工艺需要。2012年全市先后组织了1267名失业职工,8800多名
