Since 1988, Nanjing Federation of Trade Unions has first implemented the contractual responsibility system for the management of the Municipal Workers’ Cultural Palace. The director of the Palace of Culture and the Municipal Federation of Trade Unions signed a contract of responsibility for the operation of the contract. The contract was signed by the Municipal Finance Bureau and incorporated into the legal system track. After more than two years of practice, a gratifying change has taken place in the appearance of the Palace of Culture.
