在燕山石化工作了27年,潘希胜的工作从来没有像这半年来一样奇怪。作为生产管理部能源主管的他,整天琢磨的不再是各项能耗数据,而是普通人就能“制造”的二氧化碳。更加奇怪的是,他所在的燕山石化竟然在2013年11月28日,花费100万元购买了一个热电厂转让的2万吨碳排放配额。这也是新开市的北京环境交易所达成的首单买卖。碳盘查不留死角碳交易,顾名思义,交易的是二氧化碳排放权。
Working for 27 years at Yanshan Petrochemicals, Pan Xisheng’s work has never been as weird as the past six months. As energy director of production management department, he is no longer thinking about energy consumption data all day long, but ordinary people can “make” carbon dioxide. More strangely, Yanshan Petrochemical Co., Ltd., where he was located, purchased a quota of 20,000 tons of carbon dioxide transferred from a cogeneration plant on November 28, 2013 at a cost of 1 million yuan. This is also the first transaction reached by the newly opened Beijing Environmental Exchange. Carbon inventory check does not leave dead ends carbon trading, as the name suggests, the transaction is the right to carbon dioxide emissions.
