产业结构调整是节能减排的重要途径,“十二五”时期,天津市将把结构性节能减排摆在突出位置,通过改善人口结构,提高人口素质;坚定不移抓大项目好项目建设,坚持高端化高质化高新化发展;大力发展第三产业,调整优化能源结构。天津市节能减排工作在完善节能减排工作体系、产业结构优化升级、能减排技术的开发与产业化、节能减排全民行动等方面取得了显著的成就,同时,“十二五”期间,天津市节能减排工作将面临各方面的挑战。本文以天津市节能减排与产业结构现状为基础,分析天津市节能减排工作的挑战和优势,借鉴国内外节能减排先进经验,从培育壮大优势产业、减工业化、调整能源消费方式以及人力资本积累等方面提出发展建议,从而促进天津市节能减排,加快产业结构调整升级。
