2003年6月下旬以来,淮河流域发生了大面积、高强度、长时间的降雨,淮河各主要河流水位持续上涨,防汛形势异常严峻。党中央、国务院高度重视淮河的汛情,温家宝总理亲临淮河一线指导抗洪救灾工作,作出重要指示。回良玉副总理主持了国家防总淮河防汛紧急会商会,对淮河流域防讯工作提出了具体要求。
Since late June 2003, large-scale, high-intensity and long-term rainfall took place in the Huaihe River basin. The water levels of major rivers in the Huaihe River continued to rise, and the flood control situation was extremely harsh. The Central Party Committee and the State Council attach great importance to the flood in the Huaihe River and Premier Wen Jiabao made important instructions by personally guiding the flood control and disaster relief efforts on the Huaihe River front. Vice Premier Hui Liangyu chaired the National Emergency Huaihe River Flood Control Chamber of Commerce, and put forward specific requirements for the prevention work of the Huaihe River Basin.
