党政分开是邓小平理论的重要内容，实行党政分开是我国政治体制改革的关键，也是继续推进经济体制改革的客观需要。但是，在基层，党政不分还相当普遍，而其中党委职能向政府位移，造成党务工作混乱，思想政治工作疏忽尤应引起我们重视。文章运用邓小平党政分开的理论，针对基层党委职能向政府位移的种种原因，提出了实现基层党政分开的理论原则。
The separation of party and government is an important part of Deng Xiaoping Theory. The separation of party and government is the key to the reform of our political system and the objective need of continuing to promote economic restructuring. However, at the grassroots level, party and government are still fairly common. However, among them, the function of party committees is displaced to the government, causing chaos in party affairs and neglecting ideological and political work, which deserves our due attention. The article uses Deng Xiaoping’s theory of separation of the party and the government, and in view of various reasons why the function of grass-roots party committees has shifted to the government, puts forward the theoretical principle of separating the party from the government.
