从2003年12月1日开始,北京、天津、河北、山西、内蒙古五省、市、自治区政府组织的集中整治公路货物运输车辆超载超限违法行为的联合行动全面展开。超载超限车辆违法上路问题由来已久。从上世纪90年代出现这个问题后,中央和各地的有关部门进行过多次整治行动,但都没能从根本上解决。每一次整治后,超载超限违法行为在短时间的收敛后就变本加厉地反弹,由个别现象演变为全国性的普遍现象;由部分车辆偷偷摸摸地超,到“大吨小标”车辆堂而皇之地超。结果是:货物运输价格被扭曲,降到了不超载就不能赢利的水平;许多公路被严重损坏,税费大量流失,道路交通事故频发。同时被扭曲了的货运价格又扭曲了相关产品的成本和价格,对正在完善的市场经济体系形成了威胁。总而言之,彻底解决这个问题已显得既十分紧迫又十分困难,没有超常手段难以奏效。对此,华北五省市区政府有清醒的认识。这次联合行动由公安、交通、工商、技术监督等部门共同参与,以经济区域为范围,以依法禁止超载超限车辆上路为目标,采取坚决措施集中整治。
