120多万人的三峡库区移民创下了世界水库移民总数之最,而其中重庆库区移民的数量接近100万人。这样一个数据对于重庆电信来说不亚于一场巨大的灾难。除了自身的通信楼、通信线路、长江飞线被淹没之外,还面临着大量的重复建设、新建工程的组织以及8亿多元缺口资金的困扰。但是今天,重庆电信不仅圆满完成了库区淹没县新局房及新城通信管网的建设,保障了移民搬迁任务按时完成,而且还先后向三峡库区农村地区捐赠价值1160万元的无线接入通讯设备,向库区绿化带建设提供了100万元公益捐款,电话普及率从1999年的0.5%上升到目前的11%。这不能不说是一个奇迹。近期,本刊编辑专门走访了重庆移民数量最多的万州区,那里电信人十几年如一日服务库区通信和农村通信建设,涌现出了许多感人的事迹,彰显了电信人的无私奉献精神和建设农村通信的社会责任感。本刊编发此文,目的在于通过追随重庆移民迁徙的脚步,让读者感受电信人舍小家为大家的长江一样的胸怀。
