“构建和谐社会”是中共中央基于对人类社会发展规律的认识提出的。因为存在社会矛盾,所以要和谐;因为要和谐,所以要妥善处理社会矛盾。中国共产党第十六届中央委员会第六次全体会议《中共中央关于构建社会主义和谐社会若干重大问题的决定》指出:“统筹协调各方面利益关系,妥善处理社会矛盾”,由此我们可以看出,妥善处理社会矛盾对于构建和谐社会的重要性和紧迫性。
