2012年6月21日,教育部批复同意在中央广播电视大学基础上建立国家开放大学,批准北京广播电视大学、上海广播电视大学更名为北京开放大学、上海开放大学。7月31日,教育部在人民大会堂举行了国家开放大学和北京开放大学、上海开放大学成立大会揭牌仪式,中共中央政治局委员、国务委员刘延东出席大会并做重要讲话。三所开放大学的挂牌成立,标志着广播电视大学的战略转型迈出了第一步。
On June 21, 2012, the Ministry of Education approved the establishment of a state open university on the basis of the Central Radio and Television University and the approval of Beijing Radio and Television University. Shanghai Radio and Television University was renamed as Beijing Open University and Shanghai Open University. On July 31, the Ministry of Education held the opening ceremony of the National Open University, Beijing Open University and the Opening Ceremony of Shanghai Open University in the Great Hall of the People. Liu Yandong, member of the Political Bureau of the CPC Central Committee and State Councilor, attended the conference and delivered an important speech. The founding of the three open universities marked the first step in the strategic transformation of Radio and Television University.
