本文基于资金筹集方式及制度的视角,对国际上半个多世纪来发生巨灾的部分国家及地区恢复重建经验进行比较,提出了加大财政支持力度、尽快完善有关制度等政策建议,以期对5.12大地震灾后重建提供一定的借鉴意义。
Based on the fund raising method and system perspective, this paper compares the experiences of some countries and regions in the world that have experienced catastrophe in more than half a century with their experiences of restoration and reconstruction, and puts forward some suggestions on how to increase financial support and improve the system as soon as possible 5.12 earthquake reconstruction provide some reference.
