《理论学习》编辑部: 我是山东干部函授大学经济管理专业的学员。在学习“经济法”等许多课程时都涉及到有关土地使用权的问题。党的十四届三中全会作出的《关于建立社会主义市场经济体制若干问题的决定》第31条明确提出“允许土地使用权依法有偿转让”。如何理解这一规定?希望给我们解答一下。
“Theoretical Study” Editorial Department: I am a trainee from Shandong Cadre Correspondence University majoring in Economics and Management. There are many issues related to land tenure when studying many courses such as the Economic Law. Article 31 of the “Decision on Some Issues Concerning the Establishment of a Socialist Market Economic Structure” made by the Third Plenary Session of the 14th CPC Central Committee clearly states that “allowable land-use rights shall be transferred in accordance with law.” How to understand this rule? I hope we can answer it.
