随着电监会开展的“居民用电服务质量大提升”专项行动中,要求县级供电分公司必须有两种以上的收费方式。榆林电力分公司供电营业区域内除榆林市区外,基本是以县域城区及农村供电区域为主。目前供电营业区域内各分支机构基本是采取以柜台收费为主,走收电费为辅的收费方式,部分供电单元的少部分电力客户实现了IC卡表售电。并且电费回收业务基本集中在每月一日至十五日期间,大量的电力客户在一个相对集中的时段内需要完成交费,给柜台收费带来巨大的压力,同时电费支付方式的局限,无法为电力客户提供便捷的服务。经过多方面探讨,决定拓展县级分公司的收费渠道,实现县级分公司收费多样化,为居民缴纳电费提供方便。
