党的十一届三中全会后,邓小平同志在准确把握时代特征、科学冷静地认识我国面临的机遇和挑战的基础上,提出“党与党之间要建立新型的关系”,由此开创了党的对外工作新局面。新型党际关系顺应了时代和形势发展的要求,吸取了历史经验和教训,超越了意识形态的差异,强调与一切政党和政治组织建立开放式交流关系。它使党际交往范围和交往领域空前扩大,为政党对外交往开辟了更为广阔的外交空间和工作领域。
